It’s a mobile city builder that borrows heavily from the SimCity template but strips out most of the hand-holding. Zoning mistakes and poor infrastructure planning stick around until manually corrected.

Roads need upgrading to handle traffic, public transit has to be planned before congestion becomes permanent, and utilities require constant expansion. Airports, train stations, bus routes—all of it eats into the budget. There’s no auto-placement or suggested layouts. And that’s before disasters hit. Fires, crime waves, and random events demand police stations, hospitals, and emergency services. All of which cost resources that could’ve gone toward expanding the city’s footprint. The modded version hands out unlimited diamonds. This removes the grind of waiting for income to trickle in or replaying the same growth cycle just to afford a single landmark. In the base game, unlocking famous structures or experimenting with large-scale redesigns means either sitting through slow resource accumulation or restarting entire districts. With the currency barrier gone, the focus shifts to layout experimentation rather than budget micromanagement. Building a functional airport district costs around 50,000 diamonds in the standard version.
Plugins and the Stuff People Actually Build
TheoTown supports community-made plugins, and that’s where the variety shows up. Custom buildings, alternate transportation systems, new landmarks—players can download add-ons that change how cities look and function. Some stick to realistic urban planning, others go for dense cyberpunk megacities or sprawling suburban grids. And the plugin system isn’t polished. Finding quality content takes some digging, but it adds replayability beyond the base mechanics. The simulation itself doesn’t offer much narrative or campaign structure. Some of the most downloaded plugins add European-style row housing and elevated metro systems.
